28 September 2004 LAWFUEL – Best law news, criminal law, immigration law, legal attorney news An employee of U.S. Citizenship and Immigration Services has been indicted on federal charges of creating bogus immigration documents that purported to give
immigrants the right to work in the United States.
Renato Canita Gloria, 51, of Irvine, was arrested yesterday by federal authorities.
Gloria was arrested pursuant to a four-count indictment that was returned on
September 22 by a federal grand jury in Santa Ana.
During a hearing yesterday afternoon in United States District Court in Santa Ana,
a federal magistrate judge set bond at $25,000 and ordered Gloria to appear for an
arraignment on October 4.
The indictment alleges that Gloria created and sold counterfeit “Notices of
Approval” for employment authorization to Filipino aliens, some of whom were in the
United States illegally. The indictment specifically alleges four counts of fraud
and misuse of immigration documents. Each count in the indictment carries a
potential penalty of 10 years in federal prison.
Gloria worked in Laguna Niguel as an Immigration Information Officer for U.S.
Citizenship and Immigration Services, an arm of the Department of Homeland
Security. As part of his job, Gloria had access to immigration documents that he
used to create the bogus Notices of Approval.
An indictment contains allegations that a defendant has committed a crime. Every
defendant is presumed innocent until and unless proven guilty beyond a reasonable
doubt.
This matter was investigated by the U.S. Department of Homeland Security, Office of Inspector General, and the Immigration and Customs Enforcement – Office of
Professional Responsibility.
