Expands Firm’s Expertise In Regulatory Issues for Airlines, Aerospace And Travel Companies
WASHINGTON–LAWFUEL – Legal Announcement Service –The international law firm Jones Day today announced that Andrew B. Steinberg will join the Firm’s government regulation practice as a partner in Washington effective May 1.
Mr. Steinberg comes to Jones Day after five years of public service at the U.S. Department of Transportation, where he served both as the Assistant Secretary for Aviation and International Affairs and as the Chief Counsel of the Federal Aviation Administration. He has also held a variety of high-level legal and executive posts in the travel and transportation industries, including executive vice president, and general counsel of Travelocity.com, the travel website, and of Sabre Holdings, a leading travel technology and computer reservations systems company, and associate general counsel of American Airlines.
“Andy brings a unique blend of expertise from both the public and private sectors that will enable us to tackle the toughest regulatory issues for clients across the air transportation, aerospace and travel distribution sectors,” said Donald B. Ayer, partner in charge of Jones Day’s Government Regulation practice.
Mr. Steinberg’s tenure at the U.S. Department of Transportation was marked by several achievements, including conclusion of the historic “open skies plus” agreement liberalizing aviation between the United States and the European Union, negotiation of a new bilateral arrangement expanding airline services to China, and the completion of key safety rulemakings, airport environmental reviews, and technology procurements by the FAA. He also served as DOT’s lead representative to the U.N.’s International Civil Aviation Organization at its 2007 assembly on global climate change and aviation. Mr. Steinberg is a leading expert on regulatory issues affecting air taxi services, avionics firms, aircraft manufacturers and other companies in the growing market for “on demand” air travel.
Mr. Steinberg earned a bachelor’s degree in politics in 1980 from Princeton University, magna cum laude, and his J.D. in 1984 from Harvard Law School, cum laude. After law school, he clerked for the Hon. Richard A. Gadbois, Jr., United States District Judge (CD-California). Mr. Steinberg is admitted to practice in California, Texas and the District of Columbia.

Welch Pogue (1899-2003) helped write the original rules for commercial airline travel while at the Civil Aeronautics Board, which he headed from 1942 to 1946, and represented the United States at the historic conference that produced the 1944 Chicago Convention, which still governs international aviation.
