Harrisburg, PA— LAWFUEL – The Law News Network – Kirkpatrick & Lockhart Nicholson Graham LLP (K&LNG) announces that Harrisburg associate Marsha A. Sajer has been appointed by United States Secretary of Defense Donald H. Rumsfeld to serve on the Defense Department’s Independent Review Panel to Study the Relationships between Military Department General Counsels and Judge Advocates General. Congress mandated creation of the panel in the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005.
A former Assistant to the Army General Counsel, Sajer provided legal advice to the Army General Counsel, Secretary of the Army and senior Army officials on a broad range of administrative and criminal issues including the use of military forces in response to disasters or acts of terrorism in the United States; the conduct of internal investigations; criminal policy issues; military personnel matters and investigations of felonies, including computer hacking. She retired from the Army in 2001 after 20 years of service.
The Independent Review Panel to Study the Relationships between Military Department General Counsels and Judge Advocates General comprises seven private U.S. citizens who have expertise in military law and the organization and functioning of military departments. The panel will conduct a study of the historical relationships between and responsibilities of the general counsel, a civilian attorney appointed by the President, and the Judge Advocate General, the military’s top-ranking uniformed attorney. The panel will also prepare a report with recommendations to improve those relationships and to enhance the legal support the military departments receive.
