New Counsel Further Expands Firms Energy Regulatory Expertise
The international law firm of Chadbourne & Parke LLP announced today that Donna J. Bobbish has joined the Firm as counsel in the project finance practice, resident in Washington, DC. Ms. Bobbish comes to Chadbourne from Vinson & Elkins L.L.P., where she was of counsel.
We are pleased to welcome Donna to Chadbourne said Charles K. ONeill, the Firms Managing Partner. Donnas experience particularly her work at the Federal Energy Regulatory Commission (FERC) and at the U.S. Department of Energy (DOE) will be a valuable addition to our leading project finance group.
In addition, Donnas arrival further expands our energy regulatory expertise said Andrew A. Giaccia, Managing Partner of the Firms Washington, DC office. She joins partners Merrill Kramer, John OSullivan, Robert Shapiro and Adam Wenner, all of whom worked together previously at the FERC. These five attorneys bring a tremendous level of experience to the table when it comes to handling a wide variety of energy regulatory matters.
Ms. Bobbish comes to Chadbourne with more than 20 years of private and public sector legal and policy experience in U.S. and international energy markets and regulation. Her practice focuses on the representation of clients in proceedings before federal agencies and in the courts, and includes representing a group of utility companies seeking FERC approval of the first for-profit regional transmission organization (RTO), representing a Canadian power marketer in FERCs California and Pacific Northwest refund proceedings, and advising and representing FERC-jurisdictional utilities seeking FERC merger authorization.
Additionally, Ms. Bobbish has represented public utilities seeking Presidential Permits to construct electricity transmission facilities cross U.S. borders and DOE authorization to export electricity, represented exempt holding companies in obtaining SEC approval under the Public Utility Holding Company Act of 1935 to acquire gas and electric utility subsidiaries and to register as a holding company, and represented natural gas pipeline companies and local distribution companies in FERC natural gas pipeline certificate, Order No. 636 restructuring, and rate proceedings. Ms. Bobbish also advises clients with respect to regulatory developments in domestic and international gas and electricity markets.

Ms. Bobbish also has served in the FERCs Office of the General Counsel, both as an attorney-advisor on electric rates and corporate regulation and as a trial attorney focusing on gas and oil litigation.
