Troutman Pepper and Locke Lord have tied the knot, creating a legal juggernaut with over 1,600 attorneys and a sprawling network of 33 offices across the U.S. and Europe as 2025’s first major law firm development. The newly minted Troutman Pepper Locke LLP is set to become a major presence in 10 of the largest U.S. legal markets.

Cole emphasized that the increased scale will bolster the firm’s ability to handle matters across an expanded geographic footprint while doubling down on client service, efficiency, and innovation.
The merger positions Troutman Pepper Locke as a full-service firm, ready to tackle key industries ranging from health care and financial services to insurance, intellectual property and real estate.
